I tried it and they charged me $31.99. I have no us e for it at that price. Is there any way to ensure that I can stil get the $10 off or to get a refund

where in the item description does it say noise canceling?

That’s noise blocking not cancelling. big difference.
Actually it’s called passive (as opposed to active) noise cancellation, but feel free to call it what you want.
