1. going from 2gb to 4gb of memory
2. going from 2.93 GHz to 3.06GHz

Although this has Win7 and not Vista, I would still be nervous of only running any box nowadays with just 2 gigs of RAM; I would definitely go for the 4gb of RAM first. Upgrading the processor would also enhance the speed, but the change you are asking about is pretty minimal. Don’t get me wrong, it is something, but of much less significance than the RAM upgrade. This way you can always upgrade later without having to thrown out the current RAM.
