Bought the stamps. In the order details it shows as 61.45, but in my PayPal it shows as 76.45?

Ordered postage stamps on Jan 26. Just got notification today. USPS canceled the order. Paid in part using eBay Bucks. Message said: OUT OF STOCK. Did this happen to anyone else? Waiting to get my eBay Bucks back. Assume that the $15 value of the coupon is lost?
