Only applies the promo to one pair and not both so how did you get both pairs to be $9.98?

If you add 2 pairs that each cost $19.99, your cart is now $39.98.
Deduct $15 and it’s now $24.98.
Which makes this an even lousier deal, because you still have to pay for shipping unless it’s a penny more expensive.
