You need to be signed in when clipping the coupon.
I had the same issue repeatedly and I was signed in. I finally bought it and took a screenshot of the coupon. Hopefully they will honor, otherwise I will cancel. I will wait a bit so as not to “kill the deal” although it seems to be dead already.

Buy it for 1.57$ by clipping the 15% discount code first and then go back to product page and clip the 12$ coupon. Ended up only paying 1.57$ of taxes
