I think Amazon has to be the seller. Not just sold on amazon.
What am I doing wrong? Amazon is seller. Multiple zip codes tried but still no option to change shipping method.
And as far as having multiple people on Prime, didn’t they stop doing that this past August? That DDF linked at the end of the post may need to be updated.

Well, it won’t let me do it for Pantry items. But I ordered the toaster and I was given the choice of slower shipping and $5.99 credit
the promotion pantrynov is not working for me does not let me change shipping method
just to make things a bit clearer because i was getting frustrated:
1. Choose FREE No-Rush Shipping ON AN AMAZON PRIME ITEM >$5.99, and amazon will automatically apply a $5.99 Prime Pantry credit to your account once the order SHIPS.
2. Amazon will automatically apply the Prime Pantry credit to you Prime pantry order AT CHECKOUT (i don’t think there is any other way of knowing if you have prime pantry credit).
3. Only ONE $5.99 No-Rush Prime Pantry credit can be used per Pantry order.
4.This No-Rush Prime Pantry credit expires on December 31rd, 2015.

What a laugh! I ordered yesterday, got the $5.99 credit and my “No rush” package arrived today, overnight!
I am trying to figure out if this is possible. If I am ordering 4 items that qualify for free shipping with promo pantrydec and those 4 items equal 5.99 in cost, shouldnt it be free with the no-rush promo? For some reason the no-rush promo only works on the balance above 5.99. Is this the way it is or am I doing something wrong?
