The full quarantine list now includes Alabama, Alaska, Arizona, Arkansas, California, Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, North Carolina, North Dakota, Oklahoma, Puerto Rico, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Virgin Islands, and Wisconsin.
Update, 8/11: NY says that they will add checkpoints to enforce their quarantine. Enforcement up until this point has been lax.

Connecticut, New Jersey, and New York are announcing a mandatory 14 day quarantine for people coming from states that currently have a high COVID-19 infection rate. The quarantine will apply to visitors and NY tri-state area residents that arrive from the affected states.
The initial states affected will include Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Washington, Utah and Texas. Those states currently have more than 10 COVID positive cases per 100,000 residents over a 7-day rolling average or have a 10% or higher positivity rate over a 7-day rolling average.
In NY, violators will be subject to a $2,000-$10,000 fine and forced quarantine.
This comes after states like Florida and Texas announced a quarantine on arrivals from the the NY tri-state area back in March. But the tables have now turned as infection rates there have exploded while infection rates in the NY tri-state area have continued to drop.
Texas dropped their quarantine requirement, but Florida still has their quarantine requirement for arrivals from the NY tri-state area in place.
The quarantine will go into effect tonight, though how it will be enforced is anyone’s guess.
I am announcing with @GovMurphy and @GovNedLamont a joint travel advisory. All individuals traveling from states with significant community spread of COVID into NY, NJ, or CT must quarantine for 14 days.

Practically impossible to enforce (domestic quarantine) for many reasons. FL hasn’t been enforcing it, and I can’t imagine NY will be able to do better.

You do realize the GOP controlled states of FL and TX both implemented similar rules in March.
I agree that it didn’t make much sense either at that time. However, at least then, during the peak of the pandemic and with NY failing miserably at control, it was a just misguided approach to limiting spread. I never denied that there are similarities. However the situations are not identical, and it seems to me and many others that this is more of a political reaction than the earlier approach by Florida. I’m not indoctrinated, but I’ve only experienced a single positive outcome of a Democrat run government in the past 30 years, and that was NYS giving out free food for all school aged children during this pandemic. I thought the numbers looked crazy also but doing the math I see that sadly I am correct. When I take the subway I have to swipe my Metrocard, not a copy of my W2. My private insurance that I pay for covers some of my medical bills, and I have to pay the rest out of pocket. But I also pay for public schools that I don’t use and state sanctioned infanticide. I know that taxes do cover some essential services, but sometimes it feels like those public roads should really be paved in gold for the amount we pay for them. Tolls that were instituted to cover the construction costs of new highways and bridges keep going up rather than ending, as an example of just another way to tax us without raising taxes.

Cuomo did a good job with the cards he was dealt. Hindsight is 20-20, YY. It’s very easy to criticize, but a lot harder to deal with multifactorial and complex situations like this one. The best one can do is listen to the science and medical professionals. This is their turf, this is their expertise. Newsom did a good job here in California, until we reopened. It was too early and everyone just went back to normal forgetting that the virus was obviously still around. It’s a relatively easy problem to solve – wear masks, social distance. That’s simple. We NEED to get the economy back up and running, we need to get schools open. We can’t do that until people commit to wearing masks and social distance. If everyone does that, we’ll be back, stronger than ever, and our economy will be back too. Although it will take years for certain industries to be back like they use to. But we can do it. IF we understand the science behind this and take simple steps to reduce spread, bring numbers down, etc.

You missed the idea of FLATTEN THE CURVE. It was to slow down the cases so there will be beds in the hospital. yes, some cases will come later but there will be room in the hospital.

This entire policy is based on the assumption that the reason for the decrease in cases in the tri-state area is because of their social distancing policy. Which they have no proof for and and on the contrary there’s proof the other way. The most likely reason why we’re seeing a decrease in cases is because of immunity, because the tri-state area already got slammed by the virus and most people are immune the proof being that there were protests and riots with thousands and thousands participating in it with no social distancing and yet somehow there’s a decrease in cases must be because of immunity. And if that’s the case that it is because of immunity then this policy is not necessary because we’re immune.
It’s definitely herd immunity. But that doesn’t fit Cuomo’s political narrative. And, frankly, his judgment is so sketchy that HE may not even understand it. But Nobel Laureate Michael Levitt understands. The data indicates you need only 15 or 20% infection rate to be at herd and NY is way above that. Cuomo’s policies did NOTHING to stop the virus or even slow it down. He was way too late. All he could have done was save some lives in the nursing homes, but I don’t really fault him for that given the fog of war. The good news is that the entire Northeast and Upper Midwest seems to be at herd (Boston to Minneapolis to DC), so everyone there can semi-safely watch the latest infection pan out. I recommend not following Cuomo and doing it un-smugly.

It would be an illegal stop (as far as I understand – I’m not a lawyer). Even if you were really from Florida just because you’re driving in NY it doesn’t mean you came in the last 14 days and they no probable cause to assume you did. Obviously if they see crossing the Delaware Memorial Bridge into NJ that would be probable cause.

It’s not actively being policed, but it is the law and you may get caught and fined.
Trying to understand.. if i have a ny or nj Driver’s license, how would a cop or hotel check-in agent know that i was out of state? And even if i have a florida license how would anyone know my travel history?

Me and 3 other friends all on SEPARATE flights this last week from Florida to NYC. When you get off the plane they give you a paper to fill out. It’s a joke!! Everyone took it and threw it in the trash.

It’s important for all here to know that if you’ve visited these states for less than 24 hours you are exempt from the quarantine and form.

Yes, I landed at JFK last night and there were agents collecting the forms that need to be filled out on the plane. The questions asked about travel info and place of planned quarantine.

I landed in LGA on Sunday and there were zero signs of enforcement. No papers, no announcements, no nothing. There was a lady sitting at a folding table off to the side in the non secure area that you could talk to if you wanted to. I walked right by her and so did everyone else.

No, it doesn’t seem like states can do that for other countries.

It’s a joke. Our 2 teenagers came back from Florida on July 28th. No questions asked when checking in and boarding flight, nor questions asked when disembarking on La Guardia.

My wife returned on Friday from Chicago into EWR, no questions, no forms, no app had to be completed and no temperature checks. How do they plan on enforcement, is it the airlines responsibility?
In NJ it’s just a recommendation.

I arrived from Arizona last week to EWR, one announcement on the plane, and one small sign in the airport.
No enforcement whatsoever, total joke. If they were serious, they would make you fill out a form as reported in the news.
When they say less than 24 hours in a place doesn’t require quarantine, is that only for a stop over or also if you fly there and back in less than 24 hours?
Eg if I fly from NY to FL and fly back the next day do I have to quarantine?
The curve flattens itself once enough ppl are infected. This virus seems to have a 2 month life cycle. It peaks quickly then fizzles out.
I dont think anyone governor can claim that they did anything to improve that. All the lock down is extend it. Look at Israel for example, total lock-down to cases dropped and then once it opened cases went back up. Sweden’s plan is not looking so crazy anymore.

Booked tickets to LAS before this mandate was Announced. on the last day of my trip (aug. 13), before heading back home, my wife was getting very nervous after reading about supposed “crackdowns” and random highway pullovers. was looking in to rearrange my tickets to stopover in a non restricted state, there weren’t any reasonable and affordable options available, so figured I’ll rather take a gamble. I landed in EWR and, literally other then a txt msg from UNITED a small green sign right before baggage claim, asking people to self quarantine I saw nothing. It was such a JOKE!
You can just chek-in to any NY Hotel using a Passport.
Can I fly in from Maine (not on the list) without ANY restrictions or documentation?

Hi everyone, does anyone have experience with doing a layover in a nonrestricted state. I have a wedding and plan to fly to Washington state first then jfk (dw im gonna take a corona test before so no need to worry about me spreading the virus 😉 ). I was also planning on taking a passport as my id. Any other recommendations? Would this work to get around quarantine mandate? How about luggage its going straight to jfk so are they gonna give me problems? Please let me know if you guys have done this! Thanks!!

Yes, same here. I flew AA from Miami to EWR on 8/13. There was some announcement in Miami but I wasn’t paying attention as I was eating. As I entered the plane no one said anything. On the flight no one said anything. As I got off no one said anything. No papers. No text. Gornisht. My son picked me up with my van (NY plates) and we drove back to Flatbush without being stopped anywhere. We took the Goethals Bridge and we didn’t see any checkpoint whatsoever. It was about 11:30pm. Maybe they don’t check at nights.
Or fly into PHL if you can – just came in last week and business as usual in the airport

My husband is taking our 9 yr old to socially distance visit his parents who have been very lonely from California to NY on sunday. They are flying to islip wi RH southwest which apparently has not been super strict. My mother in law is booking them a hotel in her name.
1. Is there a good chance they will be ok i.e. quarantine not enforced.
2. What does it mean if u go for a 5 days trip, will they make people stay 2 weeks just to be quarantined. (Before giving mussar on how we should stay safe , both husband and daughter had and bh recovered from covid, I know it’s not foolproof but still better than nothing. And after he almost died his mother wants to see him!) Chodesh tov
