How can I waive both the underage fee and one way fee on Hertz and Enterprise, it seems like I can only waive one of them?

Had to jump through hoops (So glad my child is an AU on multiple cards – for CDW). Since she is only 20 they can’t sell her any coverage – but she did have to show proof of full coverage insurance. I couldn’t even set up an account for her in her name as she was under 21 – couldn’t use USB RTR to cover the rental either.
Background
My daughters car – just broke down but she has an essential job and is at University out of town, they just shut down bus service – we had planned on dealing with the car issue over spring break before COVID19 shelter in place.
Daughter has been wanting to upgrade before recent car troubles – now with COVID19 we should see 9/11 ~ great recession deals with 0% and lots of CB in the coming months, stacked with COSTCO autoprogam should be able to get her a great deal.
Monthly rental is in the ball park of what a new car payment and insurance will run so she may change her mind in 60 days about wanting a car payment.
It looks like Hertz extended until June 30th.
