FYI, the lines were reopened in some locations. Some people were given $15 coupons and are now back in line at the store.

The coupon says “not valid with any other offer”. So does the birthday bear page you linked to that explains pay your age during the birthday month. Can you confirm they’ll take this coupon for the pay your age birth-month offer (making any birthday 15 or younger $15 off of $15)?
