Globes is reporting that Israel will allow foreign nationals to fly to Israel for business travel.
They will need to be coming from a Green country and not have been in a red country (other than a flight connection) in the past 2 weeks.
That means an American can fly to Dubai for 2 weeks without needing to quarantine and then fly to Israel on business.
A COVID test and quarantine will not be required and stays up to 7 days will be allowed.
An Israeli host company will have to apply for the visitor to be able to visit and entry will only be allowed where virtual meetings will not suffice.

I have not checked on the Hotel situation. Do Hotels really stay open for a random chance at possibly 3% occupancy?
I am guessing that visitors will not find Hotels open.
