Why are fares out of TLV fully refundable canceled at any time for any reason without penalty but flights out of NYC not?
Possibly because Israelis are more inclined to book El Al, so this is incentive to win that business.
I believe it was to do with Israeli law of being able to cancel 14 days from time of booking or for – four mouths from time of booking for seniors or new residents so delta just decided to make it all refundable.
Interesting. But then I wonder why other airlines didn’t do that?

You can do that on a refundable ticket, though I can’t tell you how much the refund will be.
You would have to wait until after taking the first leg to file for the refund to your original form of payment and to find out how much you will get back.

I am trying to book Delta TLV-NYC Oct. 27 – NYC-TLV Nov. 3 and I am getting other prices, on delta it’s $918, and on priceline it’s $1118. On the dates Oct. 23 – Nov. 5 the price is on delta $1067 and on priceline a whooping $1267. What’s going on??
