They mean that it starts early if you win and can celebrate before 25 Kislev.
Actually, I think the Chanukah gift to which they’re referring is the discount that applies even before Chanukah begins. Though if you win the raffle, which is taking place after Chanukah ends, it’ll actually be late Chanukah gift.
