Doesn’t work.
It shows the discount until i go to Paypal and then it disappears. Using Canadian site but US PP account and checking out of eBay as guest.

Now login to paypal and the discount disappears.
be careful when using a foreign cc for a purchase. when cc billing address and charge are in different currencies. Paypal will charge their rate.
