@Guy: I have had the same problem many times trying to buy eBay gift cards. I have called eBay and Paypal many times and they say this is a security measure. They can’t override this, and their only fix is to request an invoice from the seller.

Dan you know what’s going on with Paypal because I can not seem to buy anything from that Payapl Digital Store for any gift cards even now, without the code. Says paypal not working but I can buy anything else on eBay and PayPal works.
