Yes, as long as there is LY availability in the same class
I’ll let others speak to Delta’s rebooking track record. But you may find Delta.com fares more expensive than ElAl.co.il fares. I just booked BOS-TLV-BOS on EL Al for Pesach for my family and that was my experience. I entered my Delta SkyMiles number onto the reservation and ELAl honored my Delta status.
