Tried some sample dates (11/30 & 12/10) ex-JFK and there is no YQ.

They pass on whatever charge the airline charges on a paid fare.  On AA this is $0.

so on AA from NYC to EZE with BA miles its should only be a small charge

First search on DL.com for low flights and then plug in those dates into AF.com

Fuel Surcharges: ANA does not charge fuel surcharges for travel on Continental, United, USAirways, and Virgin Atlantic, but they do charge heavy fuel surcharges for travel on other airlines.

You should use proper quoting so we know where you're quoting from. I think they now charge fuel surcharges for awards on every airline besides US Air.

I believe that Qantas doesn't charge any YQ when flying ElAl.  When I called AA, the mileage required + taxes/fees were exactly the same as on qantas.com

Whats the story with Korean YQ?

Still not sure about partners (having difficulty with them) but just booked on Korean and YQ was $360.
Taxes were $84.

Pretty steep but their availability seems great!
